Proficient Owl Group grew from a career dedicated to understanding housing challenges and helping organizations translate knowledge into action. Founder Kim Skobba has spent more than 25 years working at the intersection of housing research, community practice, and higher education. Her work has included nonprofit housing organizations, consulting engagements, and academic research focused on understanding the factors that shape housing opportunities and challenges. Kim currently serves as a housing scholar and researcher, where she studies housing issues, teaches future housing professionals, and collaborates with communities and organizations seeking practical solutions. She is also the author of The Community Housing Handbook: Unlocking Housing Potential for Small Towns and Rural America, a resource designed to help communities understand housing challenges and identify strategies that fit their local context.
